PROCUREMENT ORDINANCE (CODE)

A Procurement Ordinance (Code) is a set of rules and regulations established by an organization to govern the procurement of goods and services. Its primary purpose is to ensure that procurement activities are conducted in a fair, transparent, and competitive manner while promoting fiscal responsibility and legal compliance.

The Procurement Ordinance outlines procedures for soliciting bids, awarding contracts, and managing vendor relationships. It also defines thresholds for different procurement methods, such as formal bidding, requests for proposals (RFPs), and direct purchases, ensuring consistency and efficiency in an organization’s spending. For municipalities and other public sector organizations, the Procurement Ordinance is typically included in the organization’s Code of Ordinances and may therefore be referred to as the Procurement Ordinance and/or Procurement Code.

The Procurement Ordinance helps to prevent fraud, favoritism, and waste by enforcing ethical standards and accountability in public procurement. By following the Procurement Ordinance, public sector organizations can maximize value for taxpayers while supporting economic growth and local businesses.
